New Background on Waste Diversion Bill

At the end of November, Glen Murray, Minister of the Environment and Climate Change, tabled Bill 151, the Waste Free Ontario Act. The bill would create a new framework for waste management in Ontario. While many of the specific details of this new framework are still to be determined, the bill proposes shifting the responsibility for waste management to producers (for certain products and packaging). There is currently no legislated role for municipalities, though they are considered potential “service providers” in the bill.

Interested municipalities and other stakeholders are encouraged to submit comments on the legislation, or participate in Ministry-led consultation sessions in Toronto, Guelph, Thunder Bay, or Ottawa. Comments must be received by February 24, 2016.
